It is a law that was passed in 1990 for accessibility and civil rights for people with disbilities, including website/application accessibility. 

What is Title VI?

Title VI is a part of the Civil Rights Act (1964). As stated by the U.S. Department of Health and Human Services, "Title VI prohibits discrimination on the basis of race, color, or national origin in any program or activity that receives Federal funds or other Federal financial assistance".
